The problem with fundamental rights is that you have to find a balance between rights and making sure others don't get injured due to those rights. It seems to me that no matter how many laws and rules are made, there will never be a time when everyone will be perfectly safe. Sadly, even IF that Utopia ever came about, we would be faced with other problems, such as overpopulation. I know it sounds bad, but it's the truth. If you don't want to get hurt by a gun, don't own one and try to keep yourself out of high risk situations. It's as simple as that. However, if guns were made illegal, I believe MORE people would be getting hurt by them.
Also, you have to think of those who own guns without any intent of using it on a person, such as wild game hunters.
So, I guess after much deliberation, as you can see above, yes, owning a gun is a fundamental right, but without reason and definitely with major limitations and requirements of potential gun owners.
