According to the Bureau of Labour Statistic it's Los Angeles at 0.310%, New York is 0.072%. If you are asking about states California is the leader with 0.104%, New York State is at 0.060%, though actors in New York get paid more. The latest estimate if from May 2008.
The film industry moved from the east to the west coast to take advantage of the better weather and longer daylight hours.

Assuming by concentration you mean per capita instead of per area:
New York City has more people than Hollywood, so its concentration of any group is by definition more diffuse than that of Hollywood. That is, fewer people equals a higher concentration.
Plus, Hollywood has long been regarded as a company town. That is, its prosperity is dependent on one industry, in this case, show business. New York City has its eggs in more industrial baskets. Not only does Hollywood have fewer people, but a higher percentage of those people are likely to be actors. This doubles the ways Hollywood's concentration of actors is likely to be higher than New York City's.
If in fact you meant per area, since California is much bigger than New York, its concentration of actors per square block or mile would by definition be less than that of New York's. I do not know Hollywood's area in proportion to New York City's. However, much more actors live in the Los Angeles metro area than live in Hollywood. Since LA is spread out over a much greater area than New York City, again, its concentration of actors per square block would be less than New York City's.

Perhaps instead of California, a state, you mean Hollywood. Assuming by concentration you mean per capita instead of per area:

Suppose, your a movie making company and trying to decide where to setup camp. Do you analyze the per capita availablity of actors or do you analyze the a state total?
Why does the fact that California is bigger that New York matter?
