How could you get people who have never used the library to use free public library services to find jobs?

Advertise. Most people don't know that the library has more than encyclopedias! Exaggerating, but you get my point.
Try fliers at local spots where you think people looking for jobs might go. Retail chains like WalMart, grocery stores, coffeeshops (where people go often to think and plan their next move."
Definitely put the library website address prominently on the flier.
Also, make sure that the library website prominently displays job resources. If no copyright issues, make as much of the job-finding resources available online as possible. This is a huge help.

One way might be to put a employment office adjacent to the library or else in the library itself. You would want to arrange it so that noise was minimized.
