i've got this strange folder that's been sitting on the root of my macintosh HD folder since upgrading to leopard from tiger eons ago...

...is it safe to delete? i've seen discussion of this before, but can't seem to find a definite answer...

According to Apple support article

Files ended with .pkg are 'receipt' files. When an application is installed in certain ways (including OSupdates), .pkg file would be created. The basesystem.pkg was created when Mac OS X was installed.

The recommendation from Apple is
-- quote --
These files don't take up much disk space and you shouldn't normally drag them to the Trash.
-- end quote --

Also, issue might occur if basesystem.pkg does not exist and when you try to repair permissions with Disk Utility.

Should be safe to delete, that was installed during the installation process. You can tell by the file extension .pkg. A .pkg or package are like zip files.
