I've got some kind of sticky residue all over an elm tree in by backyard. Is it possible for this residue to be comming from the tree itself?

The reidue appears to be mostly on the tops of the leaves and is both sticky and shiny. There is so much of it that it is coating the ground below from dripping leaves. Also, I seem to be alergic to it, when I touch it my hand goes a bit numb. What could this be?

It could be tree pitch. It could be a diseased tree.

It could be excreted by a bug.
Contact your local county extension agent. Hopefully you can take in a few leaves (wear gloves and long sleeves) for examination.

It sounds like your elm tree has aphids, which can produce large amounts of honeydew. Look for large numbers of tiny insects encasing the smaller branches. The sugar content of the honeydew also attracts other insects such as ants and butterflies to the area. As for the numbness, I couldn't find any references to allergies to honeydew, although it does often become moldy, and maybe you have a mold allergy.
