It seems the United States is bold when it comes to small countries and not when it comes to big, powerful countries like China... comments?

The US considers all its national interests in interactions with other countries, as do all countries governed in at least quasi-rational ways. Regarding smaller countries, there are usually (though not always) fewer considerations. In those cases it is easier for the US to try to use its influence for what its leadership considers right.
