Is weak boson fusion capable of producing a Higgs particle?
Or does Top quark production hold the best chance of producing a Higgs Boson?

While W+ W- collision would be able to produce a Higgs boson, this would require producing a pair of W beams, which we have no way of doing. The higher mass of the top quark (174 GeV/c^2 compared to around 80 GeV/c^2) makes for a higher interaction probability, however, the top/anti-top/Higgs interaction has to be a 1-loop Feynman diagram (or higher) with H -> t t-bar and either the t or t-bar emitting a meson and re-connecting with the other top, forming an other meson. The cross-section for such a complicated interaction is significantly lower than one in which such a loop is not needed (aka tree-level diagram with no closed loops).
The bottom line is that there are many different mechanisms through which a Higgs boson could potentially be formed, and each has a cross-section that depend on the mass of the Higgs, which is not yet known. Until we measure the Higgs mass we will not be able to definitively say which mode has the highest probability.
