It only works in the contiguous United States and can be spoofed. Like the time I got a call from my own phone number.
It doesn't unblock the call. It simply tells them how to enter a number (of their choice) or how to temporarily unblock their number for a single call. It simply diverts the call until they do. It also only works in areas that have caller ID. If your call is from an area that says "service unavailable" (that's the caller ID service) they get through anyway.
Someone is charging you for something that may already be free with your service. Yay free enterprise!
