It's a bit like asking whether there are too much gore and violence in the game. No, it's an intricate part of the game, which depicts a awesome, muscled, testosterone filled man on a rampage. The sexual encounters strengthen the image of him being a ruthless man, who won't stop at anything, certainly not at pleasuring not one, but two women at the same time (or a Goddess, as in God of War 3).
Plus, if you check out Dante's Inferno, you'll see that that game has WAY more sexual references, with an entire level dedicated to Lust (with a bare-breasted end-boss who sprouts enemies from her breasts), and a nude beatrice, who regularly appears throughout the game. With that in mind, God of War isn't that bad...

Regarding the amount of nudity in the game you are asking about, yes I think it was increased for bigger sales. After all…Sex Sells! Right?
