Consider the following:
Blues Clues (1996-2006) – uses a narrative format and was rated the most educational show on TV for children.
Dora the Explorer (available on Nickelodeon) – Dora takes trips, teaches Spanish words and phrases, and asks viewers for help.
Arthur (began in 1996) – An aardvark teaches about relationships, health, and social issues that effect children.
Little Einsteins (airs on the Disney channel) – Asks for viewer-participation and teaches about music and art.
There are also shows that are educational that aren’t necessarily cartoons like Sesame Street, Mister Rogers Neighborhood, Reading Rainbow, Bill Nye the Science Guy, and Where in the World is Carmen Sandiego?

M$I couldn't agree more with @Theresa_Rosenthal's answer! Cartoons can be of very high educational value for children as they seem very attractive to them due to being "different" and "fast"!
I just wanted to add another way that cartoon are employed in schools and by parents and I find this really positive and interesting.
Here is a "cartoon" software that helps with learning spelling. Why not make dry subjects like spelling interesting and funny? Great online site:

M$This has given us cartoons that teach other languages, problem solving skills, and social skills. When children watch children on television resolve problems, learn how to play nice, read, spell, and count, then they are truly at an advantage.
Consider Dora the Explorer, Wonder Pets, Backyardigans and other such shows are all animated and teach children valuable skills that will enable them to benefit from the world around them. Kai-Lan is a wonderful show that teaches advanced problem solving skills to small children, and there complete channels on some television services, such as QUBO and NickJr], which teach a great deal of preschool aged children things that will enable their formal education to come with ease.
