Is there really a benefit to conducting phone interviews in advance of face-to-face interviews?

Aside from the time savings benefits, can you really get good information over the phone? Nutjobs withstanding, can you really judge a candidate based just on a phonecall? And is it potentially a bad way to start a business relationship?

You should never hire based on a phone call - but yes, absolutely yes, is a phone interview a great way to help screen candidates in the interim. I recruit daily, and the process I follow is:

Post Job
Screen Resume (against a ranking system that I use on Excel)
Recruitment Questionnaire (again ranked)
Reference Checks of Top 5 (ranked)
Phone Interview of Top 5 (ranked) - to guage how well they engage on the phone - this sets the tone for employee relations, client relations, etc.
Face to Face Interview - I try to do it not in a stuffy office, but in a relaxed environment to really get to know the candidate. Getting the candidate to let their guard down is the best way to see if they will fit in the environment.

The phone interview is a good way for the interviewer and the interviewee to warm up to each other prior to meeting. Items typically covered in the phone interview are the job description and outline of responsibilities, questions about the candidate's experience, and how they think their experience might help with their position. Its a way of forming an unbiased opinion of the potential employee before meeting them. People tend to be a bit more relaxed over the phone, so it gives the interviewer a chance to get inside their heads and hear what they really think. Then, once in the interview, they can expound upon things that they discussed over the phone and spend more time talking about the job, as opposed to combing through a resume asking questions.

In my opinion a face-to-face interview is always better. Indeed, you save time with phone interviews; however you can’t see how the interviewee reacts when you ask your questions.
And I’m not talking only about his face, but his entire body. It is really important to see what he does and what his gestures are during an interview.
A friend of mine has an interesting job. He has to follow candidates during interviews. He follows their gestures and makes reports that he presents to interviewers.
He told me that even a feet gesture during an interview can say something about a candidate. And you can’t notice that while you use a phone.
