is there anyway to get windows xp to have a suite like ilife, especially that geotag and face-recognition??

If you are just looking for the features you mention in a photo package, Googles' Picasa does both of those: http://picasa.google.com/
In the current release, you have to upload to Picasa Web Albums for it to do face-recognition, however I'd expect to see this within the main program in the not-too-distant future
