M$It doesn't have a time limit... but it does have a file size limit. You'll need to ensure that your max file size isn't over 1GB. They recommend 100MB (for performance reasons) but they'll let you upload a loooooooong video.

M$http://viddler.com is also pretty good for the community aspect. It also allows people to download the raw QuickTime file that you uploaded, if you set it to allow downloads of the raw file.
http://vimeo.com is also popuar, but I've heard that it sometimes takes a while to encode the video once it's uploaded... Vimeo is also known for having fantastic HD, if your source video is high-def.

Upon checking their support and FAQ site, they don't have set limit for the length of video. The limit they are imposed are (for the free account) size: 500 MB of upload per week.

Just to add... on Youtube you can upload as three 10-min segments, and then may a playlist that will play them all in sequence with no breaks.
