Is there a water crisis?

In a short answer, yes. The world's population, within the past century, has tripled, bring the population to 6.7 billion people. Studies have shown, that within the next half century, the world population will be about 13.4 billion people. That's 13 billion people sharing less than 1 percent of drinkable water on the planet. Demand for water will rise, as the amount of usable water declines.
There are millions, if not billions, of people that do not have access to drinkable water. That comes to about 1 out of every 6 people do not have drinkable water. Every day, roughly 3900 children throughout the world die from water born diseases. From unsafe drinking water, 1.8 billion people die from diarrhoeal diseases a year. A study was done to show how much water was being used and by who. Per capita, daily, North America and Japan are highest on the list, by using 350 liters in a residential area.
So, from the studies that have been done, it shows that there is a water crisis in the world, and it is only going to get worse if we as a people do nothing to try and stop it.

People have a right to drinkable water. Water is required for life. Given that access to water is a fundamental right, what can be done to ensure adequate water for 13 billon people?

Parts of the world have been in water crisis for the past 30 years. It's gotten much worse in the last 10.

All parts to one degree or another. In some it's a matter of supply in others its a matter of infrastructure.
