Is there a process through which an organization(non profit, for profit etc.) can persuade a government to buy a good/service?

The primary processes to persuade a government (such as the US, or a state) are to create or join a lobbying group that urges representatives to create/support legislation involving your good/service or to respond to bids (or Request for Proposals) that are published by the government with a competitive bid.
