Is there a place where one can find the history of Ebay transaction fees?
Their fees appear to be much higher than they were previously. I'd like to verify this.

You could try the way back machine at archive.org and see if you can find ebays fees section. This site basically archives websites so you can see what they looked like at a certain time.
