Is there a place that i can design and host a website for free?
You can leave an optional "tip" with Mahalo's virtual currency, Mahalo Dollars. If you are asking a difficult question that might require some research, or if you'd like a wide variety of feedback, a higher tip often leads to more answers to your question.

However some free hosting such as orangeserve or award space will be fine to start off with.
The you can you either a WYSIWYG editor such as mozilla seamonkey (free) to make a web page.
Then download core ftp of filezilla and upload your webfiles to the server space.
You will need a domain also, make sure you change the name servers to point to you webspace, bingo.
Heres my webiste which I built myself, self taught as your self.
http://green-food.org.uk/default.html and http://www.southwest-environmental.co.uk/
