M$To do the glitch go to an ATM and wait for a pedrestrian to walk up to and use the ATM, kill the pedrestrian, steal his/her money, run a short distance a way and come back and the money should be there again. What I found out from the above post is that you can block the road to stop ambulances getting to them but the ambulance rarely comes anyway.
