is there a law in the UK that requires the state to give a convicted murderer a new identity when they are released into society

There is not a law that *requires* a killer be given a new identity but a Judicial option to give a new identity to a convicted killer to protect them from further harm once released. This is entirely at Judicial discretion. The presiding Justice may deem a revenge attack could harm or at they very least infringe upon the rights of this now released but tried and convicted killer and require the anonymity of the released killer to be protected.
