It's a ten step process that starts from very atomic pieces and builds up from there in complexity...until you have an entire novel (hopefully). It's likely not a great fit for everyone, but for the right personality type it could be very useful.
If you happen to use a Mac, there's even a piece of writing software called StoryMill (from Mariner Software) which allows you to follow the Snowflake Method (among many other things). It can be found at:
