M$It does not exactly match what you are looking for but it's worth a look. It has collaborative abilities among several users. It doesn't give complete free HTML access, but some. It has blog features but not necessarily have to use those.
Last I checked, free trial, without credit card or any other information.
I don't know your budget for outrageously-priced, SquareSpace does cost money. Different packages have various costs.
