Is there a Free Windows program that has an easy setting to convert video that will appear as HD on Youtube?

If your camera can't do 720p at least, don't waste your time upscaling the video, all you are going to do is make it fit into the HD window but it will look no better than the high quality setting.

The ones I have tried have definitely been saved in better then 720p. My gut feel is the video format has been the problem. I believe only certain formats can get the HD instead of the HQ. I have been using Muvee (http://www.muvee.com) and found one of their other settings actually produced HD compatible!
