Is there a free application that does mindmapping with large paragraph sized bubbles. The ones I have seen are for topics or short phrases.

Freemind is the mindmapping application that I use the most.
With the latest development version, 0.9.0 Release Candidate 4, it is possible to make an entire paragraph as one entry.
