Is there a block by block database of New York City parking rules accesible to the public?

I'm trying to find information on NYC parking rules for a given area, such as Upper East Side, which would include legal parking times, alternate side parking dates and times, as well as no parking times.

yes, it's in the NYC.gov area. http://a841-dotvweb01.nyc.gov/ParkingRegs/ViewController/LocationValidation.aspx

you put in the block, and you can read all the signs on that block.

was trying to research same problem and came up with an iphone app called primo spot. costs like 2.99 but has all parking rules including photo of the street signs...
