Is there a big price difference between 3G and 4G mobile service?
What kind of technology is required to get a 4G connection for a mobile phone? Does Verizon have a 4G network?

Currently there are 2 types of 4G - Wimax and LTE. Sprint uses Wimax, and everyone else (Verizon, ATT, T-Mobile) will be using LTE. Sprint has had their 4G network rolled out to select cities for about a year now... Verizon just turned theirs on, and of course it's coverage area is limited to a few large cities in the US.
For a device to use a 4G network it needs an antenna tuned to the 4G frequencies and a chip to decode that data... i.e. since phones are not made to be upgraded, you need a new phone. Currently Verizon does not have any 4G phones - their only 4G offering is a USB wireless modem. Their data plans for that 4G device are the same as data plans for their 3G USB modems. It's not yet known if this parity in pricing will cary over to their phone data plans.
Sprint currently charges an extra $10 per month to the data plans of 4G smart phones... whether you get 4G coverage in your area or not.
