I tried searching online to see if this was allowed under certain circumstances. I found the following answer on Yahoo answers:
No. All first class mail gets delivered the day it comes into your local post office. IE: letters, priority, express, first class packages. If there is an enormous amount of mail, they can delay the bulk mail material for up to three days--which consists of things like publishers clearing house mailers and junk mail catalogs.

This would indicate that bulk mail and not regular first class can be delayed.

M$We get mail, packages.. everything up until the 24th in which they still deliver everything that day. Skip Christmas cause it's a holiday, then back to delivering everything again.
Why would they just stop all mail in your area? That's odd, I never heard that before.
