Yes ,To translate or even to make movie on the book you have to get permission from the author plus if he demands you have to pay royalities to do the same .The Best example is the recent movie- the oscar winning '' slumdog millionaire"". The movies has been based on a Indian Novel.

There was also the case of a French (I think, it was a while ago) kid who translated the 7th Harry Potter book in a matter of days and posted it on the internet.
