Is the measure of an arc equal to one half of it's central angle?

If by measure of an arc you mean the length of the arc (L below), it can be found by:

L = R * alpha(rad) where R is the circle's radius and alpha(rad) is the central angle of the arc in radians.

Alternately,

L = D * alpha(rad)/2 where D is the circle's diameter and alpha(rad) is the central angle of the arc in radians.

To go from an angle in degrees to radians use the following formula:

alpha(deg) = alpha(rad) * 360 / (2 * pi) (where pi is ~3.14159).
