Is the basic requirement really to send a "60-minute video" or should it be "60-second video"?

Just guessing here because I can't get to the contest site, but I think they mean 60 seconds.
A 60 minute video is a lot larger and considering they probably have millions of people applying, having to wade through millions of videos 60 minutes each would make coming up with a short list much more costly and time-consuming.
