Apps prices are one time charges - not monthly.
For the money, you generally get the app and then any updates that the authors make to the software. But you get the same for some of the free apps as well.
Sometimes apps are offered free and then they charge for them. And sometimes apps go on sale. I think there are even apps for watching the price of other apps.

But yes the fee for an iphone app at itunes is a one time charge unless it states otherwise, but I have never seen that.
