I think is both him and not him. I think he might do some tweets but an assistant does others for him. Some of the stuff sounds like him (Dennis Hopper Tweet) and others like the YouTube post doesn't seem to fit, especially when he refers himself in the 3rd person.
if you dig deeper in his tweets, you will see that he mentions doing an interview with Pitchfork Media. If interview shows up, then we at least, know that it's him and/or his people doing the tweets.
