Is stealing/borrowing wifi wrong?
Lets say my DSL connection is acting up a little, and I'm borrowing a neighbor's wifi. Not doing anything bandwidth intensive, but just need access to surf? Would you say that's wrong?

Wrong and quite probably illegal.
Your neighbor is paying for their service, you are pigging backing on that, taking away their bandwidth, and could quite possibly cause them to hit a cap which either significantly slows down their access or potentially get's them cut off entirely.
In that situation go over to your neighbor, state you are having a problem and ask if you can hop on their network for a short while. If you offer to secure their router so that they are no longer at a high risk of packet sniffing and the theft of their passwords etc.
