Is sign language a universal language?

Which language is the most universal? If other cultures don't use sign language, how do their deaf people communicate?

Sign language differs greatly across countries. For example, users of the American Sign Language will hardly understand users of the British Sign Language, who will not understand users of the Spanish Sign Language.

However, the American Sign Language is the most universal of all: with little regional variations, it is used in the Philippines, Malaysia, Singapore, the Dominican Republic, El Salvador, Haiti, Puerto Rico, Côte d'Ivoire, Burkina Faso, Ghana, Togo, Benin, Nigeria, Chad, Gabon, the Democratic Republic of the Congo, the Central African Republic, Mauritania, Kenya, Madagascar, Zimbabwe, Barbados, Bolivia, China, Mauritania, and Jamaica.
