Is Santa Claus an elf or a human? I've heard him referred to as "Head elf."

Santa Claus in most stories is a human child raised by the Fae. he is not an elf himself. He is sometimes refereed to as "the head elf" simply because he is the big man, the dude in charge, the head hancho.. or elf in this case.
