No, PS3 mods are not safe to use. Eventhough you might havethe short-term benefit of being able to play some games illegally, Sony will shortly patch their PS3 again, and make this devide obsolete. Of course there will be newer versions, but you really should consider whether all the hassle is worth the risk.
Also, Sony might use the same method as Microsoft did: Ban anyone who uses a mod like this! Believe me, you don't want to have your PS3 bricked or blocked.
