Is Lord of the Rings considered a cult phenomenon?
Or is it too popular to be a cult?

I think you could consider the Lord of the Rings books a bit of a cult phenomenon than the movies were. I had certainly heard of the trilogy by J.R.R. Tolkien but I had never actually read the books. After I saw the first movie, I decided that I need to familiarize myself with the back story and the additional details these kinds of books always offer over the movie form. Also, what makes something a cult issue when talking about something like this is how the followers behave. Are they dressing up like the characters and devoting a great deal of time to behaving like the characters that are in their favorite books.
I think if you use that ruling as the basis for determining cult status then LOTR definitely falls into that category.
