It is served both ways, much to the dismay of many partisans of each manner.
Liqueur Verdelho is really just another name for Madeira wine. Verdelho is the name of the grape variety which comes from the Portuguese island of Madeira. Nowadays laws have made companies move away from copying the famous names of Europe when grown and produced elsewhere. Also, Madeira got a bad name from cheap foreign imitations. Nevertheless, it's the same sort of stuff and would be served the same way.
Here's what Sevenhills has to say:
"Smooth and melperitif, served over ice with a slice of lemon, or after dinner with dessert or cheese."
But here's what a Madeira fan says:
"When you drink Madeira wine, be sure to have it at room temperature. Even Sercial should not be ice cold. The colder the wine is, the fewer aromas will evaporate. Since smelling is a big part of tasting, you would not have the full taste of your wine. The thought of putting ice or water into a Madeira wine is revolting - why not drink thin Pinot Grigio in the first place then?"
I think it fair to say that most of the time most people like all the sweet wines chilled. Many even prefer them over ice or on ice cream. But a connoisseur with a high quality bottle is always going to want it served at room temperature to get every nuance of flavor.
