Is Kevin MacLeod's music really royalty free?

Why browsing the internet for free music to use for one of my projects, I came across a website called incompetech.com .On the website I read that Kevin MacLeod music are royalty free and can be used for commercial purposes. It even went ahead to say that all use of music from his site is legal for use on YouTube.Is it legal to use his music without his consent? Is his music really free to use for money making purposes?

You didn't read all of the FAQ pag. In it, you'll find:

Is this music free to use?
Yes. An optional donation of $5 per piece used is suggested - and highly appreciated. You do NOT need a PayPal account to make a donation! Just a credit card.

What about commercial use for a (whatever)?
Yes! Please do use my music in your commercial project.

Note that it is royalty-free but still copyrighted. You have to credit him as it says to do on the FAQ page.

For example, I do voiceovers. I love his "stings" page. Check out the News Sting and you'll see how it could easily be used in a :30 commercial.
