I don't really think so. The implication with Bush and Cheney was always that Cheney was secretly running the show. I don't really see that as the case with Obama and Biden. I do see Biden as a "voice of experience" for Obama, at least politically, which I guess could be considered close to the case with Cheney and Bush (though I'm not a huge fan of Cheney's "experiences")
If the question was "Is Joe Biden to Barack Obama as Dick Cheney was to George W. Bush", then I would see some vague similarities. Both VPs did cause a bit of "bad press" for their respective presidents, but not much beyond that.
