The VM would also message PM to make the page better. If he/she doesn't do that in few days(at least 48 hours), the page may be given to you.

M$Thanks for the response. I'd rather not call out the specific page/PM here, but it appears the page has not been updated since 2008, and there have been several major and constant minor items that could have been added to the page.
I hadn't thought of asking the owner straight out if I could take over the page. I may try that. It's possible it was assigned to him at one time, or his priorities have changed.
You are not suppose to make changes to anyone's page without their permission. The only exception would be if there is an obvious error that needs to be fixed. But as far as the content goes, if it needs to be updated, you should contact the page manager or vertical manager.

This is (basically) correct - ask the PM for it, if you don't get a response, they say no, or they still don't update it, ask the VM for the. If a PM is ignoring requests to update their page, it'll be taken from them.
The clarification I wanted to make is that we give 7 full days warning before we are allowed to take a page away from a PM. If there is no reply or no updates in 7 days, they can then be reassigned.
Thanks for the reply (and the comment from @girlieq3000). I think I will contact the VM ask them to follow up with the PM, and state that I'd be willing to take over the page if the PM doesn't respond.
