Is it pointless to put moisturizer on skin that is wet or sweaty?

I get out of the shower and put moisturizer on, does this defeat the purpose? Should you wait for your skin to dry before putting on moisturizer?

According to the dermatologist my mother worked for, it is best to moisturize within the first 10 minutes after you get out of your bath/shower. It helps to retain the moisture in your skin. Also this dermatologist recommends petroleum jelly as the best moisturizer for very dry skin. For soft feet and hands, moisturize with petroleum jelly at night and then wear thin 100% cotton socks on your feet and hands (or if you can find 100% cotton gloves use those.)
