M$In the case of the former, no, you send it to the person it's directed at and assume that if he's that busy he's going to have people opening his mail for him anyway.
In the case of the latter, you can dictate a quick letter to your secretary and have her type it up and send it on your behalf, but it should certainly appear that it came directly from you. Make sure she gets it back in front of you to sign before it goes out.
