By "on the rag" I am assuming you mean a womans menstrual cycle.
Sex during a womans menstrual cycle is okay and just might be well a bit messier but you and your partner will be okay health wise. There are other concerns and precautions to take that are similar to having non-menstrual sex.
Pregnancy is still a possibility and so are the contraction and the transmission of of STDs (Sexually Transmitted Diseases) (HIV, HPV, etc etc) so a condom and some birth control should be used to insure a safer experience while having sex during the menstrual cycle of a woman.
