is it o.k. for western countries to still invest money in atom bombs, isn't better to invest in health care better schooling etc.?

Most western countries that don't already have atom bombs do not invest money in them and prefer to use the money to invest in their economy. Investing in atom bombs is very costly and they might face economic sanctions if their neighboring countries feel menaced by their investment in atomic bombs.
The countries that already have atom bombs invest a lot of money in further development and research to increase the range of their missiles and the power and accuracy of their bombs. these costs are enormous and a sensible government would have used the money to invest in their economy and to increase the services to their people.
These investments are not sensible at all and will probably have zero returns as using the atom bombs may provoke a third world war which will be much more destructive than the previous two.
