Is it legal to waterboard a volunteer? I doubt Bush would volunteer, but for charity I bet a few people would.

Waterboarding is an extremely traumatic experience that is only used only as a torture technique. It can cause severe physical trauma because it activates instinctive reflexes that normally would prevent a person from drowning, but because the person is restrained, it can cause severe pain and damage.
It would likely NOT be legal for these reasons. It also wouldn't be particularly constructive. People would probably only agree to do this if they did not know what the experience would be like. The only possible way I can imagine this being done in a way that was not dangerous, illegal, and counterproductive, is if it were simulated symbolically, made to look like waterboarding superficially, but not actually waterboarding the person.
