It sounds like your dealing with a JDB (Junk Debt Buyer) from what you have stated.
If this is the case then you have some viable options for stuffing a cork into their piehole.
The best weapon against collection agencies is what is called Debt Validation.

As far as them contacting your ex SIL, well I'm no lawyer but I really don't see that as your problem to deal with.
If it were me I would politely tell her that the issue has been dealt with by you and if some penny chaser is repeatingly calling her about matters that are not her business and she wishes it to stop then she needs to deal with it because there really is nothing legally that your responsible for when it comes to harrassing phone calls made to her.
The FDCPA (THE FAIR DEBT COLLECTION PRACTICES ACT) is quite clear about these matters and its worth your time to research it.
Don't let some scumbag sitting in a mobile office down by the river put stress on you for a matter that most likely has been cleared from the originator of the debt books long ago with a hit to your credit rating.
Obviously this must of been an unsecured debt, otherwise the originator would of collected their security instead of selling the debt for a few cents to some JDB.

M$I still get contacted for a debt the courts wrote off 20 years ago. That is blatantly illegal even, in any State in the USA but if you read the collection laws if I even TRY to contact them to complain or file against them they can use that contact to restart the clock on the debt. And I can't afford an attorney to make it stop either.

People say lawyers are the scum of the earth but debt collectors are lower than that. If even one person responds defending debt collectors I only have one thing to say: piss off. It is not your place to judge those you collect debts from. If you want your money, sue for it and be done with it. Otherwise leave us alone.
