Is it fair use to use thumbnail of a image without permission

Technically yes, because when you sign up to a website you will have agreed to that sites Terms & Conditions. Within those Ts&Cs is more than likely to be a clause that says any content uploaded to the site may be used by them in any way they wish, whether it be to advertise, publicise or sell.

I refer to the images published on other websites. Can I use the thumbnail of those images on my website (with a link to original image) without permission from that website.
