When I am on vacation, I do my best to stay away from work. I don't call and I don't check my work email and I definitely don't go into work unless I absolutely have to.
As far as them calling me; sometimes I will answer the call, sometimes not. Hey, that's what we have caller ID for! If they really need to get in touch with me urgently, they will leave a voice mail message. Then I would call them back.
It's not much of a vacation if you don't stay away from work / work related stuff.
I think it is a personal choice and a manager shouldn't insist that an employee stay in touch when on vacation.
