is it a chip in if you're using a putter by the green and it goes in?

A putt cannot be a putt if the golf ball is not on or at least touching the putting surface of the green so yes if you chipped the ball from the rough then you have chipped the ball with your putter and if the ball went in with this chip stroke then you have chipped in the ball from the rough with your putter. Similarly and for another example if one were to use the putter to drive the ball then it would be considered a drive.
And in determining if your ball is "on the green" this is the quote from the PGA
"If any part of your ball is touching the green, it is on the green."
And in determining if your ball is "on the green" this is the quote from the PGA
"If any part of your ball is touching the green, it is on the green."
