Is is accurate when Rudy Giuliani states that there were no terrorist attacks when George W. Bush was President?

George W. Bush was President of the United States from January 2001 to January 2009.(1)

The attacks of September 11th, 2001 clearly fall within those dates.(2)(3)

Unless the definition of "Terrorist Attacks" has dramatically changed then there were terrorist attacks during the Presidency of George W. Bush.
